Namecheap leans on direct promotional pricing more than typed codes, and those prices change weekly. When a code does exist, the field for it is on the payment page. The real saving comes from picking a TLD that is on promotion, not from hunting codes.

How do I apply a coupon at checkout?

There is a promo-code field on the payment page under the item list: paste the code and apply it. If the total does not move, the code has expired or does not cover the TLD you chose.

Why is the second year more expensive?

The low first-year price is a new-registration promotion. Renewals bill at the TLD's standard rate, which can be several times higher. Always read both numbers together, or a "cheap" domain becomes expensive exactly one year later.
